Two more cows have been killed by vehicles this year. Two died during 2021-22.
>> Follow the posted speed. Pay attention to the cows. It is easy to avoid this expensive slaughter.
>> Cows can be easily startled by the motion and engine noise of a speeding car. When cows are on or near the road, drive well below the posted speed limit.
>> The pain and suffering the cows experience when hit is horrible. It is often a slow, agonizing death. These incidents also strain our relationship with the rancher, our neighbor.
>> If a cow walks after being hit, the driver might think it is ok. But the ranchers usually must kill it to end its suffering from the injuries.
>> New signs will be placed on the road.
>> The lower gate must be closed at all times. The second gate will be closed seasonally as permitted by the rancher.
Our Easement: Use and Responsibility
The cost to BLE is significant. BLE has an agreement with the rancher for the use and responsibility of the easement where the road to BLE is located. This agreement goes back to the founding of BLE. Among other requirements, BLE pays damages for any animal killed or injured due to the negligent acts of those entitled to use the easement which are not the result of natural causes. This responsibility extends to all livestock whether the incident occurred on or off the easement.
Three Years’ Settlements by BLE
9/2023 – $1,600 for a calf that was struck and injured and needed to be put down.
9/2023 – $2,000 for a cow that was struck and killed.
7/2022 – $1,400 for a calf that was struck and killed.
TOTAL $6,400 | equivalent to more than 4.5 annual dues
You Are Responsible…
>> Members are responsible for the actions of their tenants, visitors, contractors, and vendors who use the road easement.
>> Members may be subject to fines, costs, fees, and the payment of any settlement costs with the rancher.
>> If you hit a cow, it will damage your car and those repairs can be expensive.
Reward for Information
>> The ELHA Board will enact a $500 reward for information leading to identifying responsible parties.

The Ark Valley Fire Mitigation and Forestry chipping crew will be in Beaver Lakes October 3rd and 4th. This is a great opportunity to protect your buildings and the forest from fire. Please take the time to read the fire mitigation information on the BLE Website. This may help save your home.
The cost for the crew and chipper is $150 per hour with an estimated cost of $75 per participant. (Renting a chipper is about $400 if you DIY.)
Here is all you need to do:
Contact Tim Ratterman (Tim.Ratterman.BLE@gmail.com) to get on the list of lots for chipping.
He will provide the forest service with a list of addresses and will bill you based upon the amount of time the crew reports they spent at your lot.
Build piles next to the road with all the butt ends facing one way. This helps speed up the chipping. Do not include root balls. They can contain rocks that will damage the chipper. In addition to dead trees include green trees and branches that have been cut away from the perimeter of your buildings. Do not include any trees with a trunk diameter over 6”. That should be used for firewood. Sage can be included.
Homeowners do not need to be home to participate. The crew appreciates the help if you are able.

Whoever opens the gate must close or wait until the next person closes. The ELHA member of records is responsible for violations by guests, family members, agents, contractors, vendors, and employees.
All offenses: $250 fine.
There may occasions, during the winter months, when the upper gate may be left open, but only when permission has been received from Jim Moyer. Signs on the upper gate will inform you when it can be open and when it must be closed. The bottom gate must be closed at all times.
